Theory or fact?

Did the TATA box promoter in DNA come about by evolution ? Is that a fact ? how do you know ? The DNA strand run in oposit directions. If it were not so, no life would exist. Is that due to evolution ? Is it a fact ? If so, how do you know ? DNA requires enzymes to be made. Enzymes however require DNA to be made. Could both be due to evolution ? Is that a fact ? If so, how do you know ?
